1.1 The Chair welcomed Members and members of the public to the meeting.
1.2 Apologies for absence were received from Dawn Bowden AM; Huw Irranca-Davies AM attended as a substitute.
2.1 The Committee agreed the motion.
3.1 The Committee considered the Legislative Consent Memorandum and the letter from the Minister for Social Services and Public Health. 3.2 The Committee discussed its draft report, which will be laid before the reporting deadline of 22 September 2016.
4.1 The Committee considered the UK Government’s Wales Bill and its implications within the Committee’s policy remit.
5.1 The Committee received evidence from the Cabinet Secretary and the Minister and their accompanying officials
6.1.a The Committee noted the letter from the Llywydd regarding Committee statements in Plenary.
6.2.a The Committee noted the letter from the Chair of the External Affairs and Additional Legislation Committee.
6.3.a The Committee noted the letter from the Chair of the Constitutional and Legislative Affairs Committee.
7.1 The Committee agreed the motion.
8.1 The Committee considered the evidence given by the Cabinet Secretary, the Minister and their officials.
8.2 The Committee agreed that the Chair would write to the Cabinet Secretary and Minister with questions that weren’t reached during the session.
9.1 The Committee had a further discussion about the forward work programme for the autumn term and agreed to consider plans for future work at its strategic planning and longer-term inquiry scoping session during its meeting on 21 September 2016.
